In order of effectiveness for the average house:
1) Solar hot water
... er, that's it. Unless you've got enough roof space to add solar electricity, enough back garden to have a ground source heat pump or enough cheek to put up a 15m-20m high wind tower.
In order of effectiveness for the average house dweller:
1) PUT A SODDING JUMPER ON!
