You've got 'speakable alerts' switched on somewhere probably.
I remember my Mac IIci speaking to me once, entirely unbidden. Never tracked down what caused it though - ghosts in the machine.
You running Parallels by any chance? The structure of the sentence sounds more Windows-like than Mac-like (ie it's like the system tray announcement pop-ups when a Wifi network or removable drive becomes available).
